3. The effectual and great aid given by the Licencees to Government in apprehending dangerous characters - almost five times as great in that particular as that derived from the whole Colonial Police of more than 600 men - as shown by the enclosed Police return.
4. The general diminution of Crime in the Colony, as appears from the Criminal statistics just completed for last year and which cannot reasonably be regarded as having no connection with the Capture and extradition of so many dangerous characters as have been apprehended through information furnished by the Licencees. Eventually I hope to add to the above a decided diminution of Gamblers of which the weekly reports already disclose symptoms. On that point however I shall hereafter be better enabled to form a correct opinion as the constables have been recently instructed to report the number of persons found in each house every visit.
19. I may further explain, that there are Inspectors nominated each month who are separately bound to visit Licensed houses at least once every week at uncertain times. The frequent changing of the Inspectors and the fact of their being paid by Government...
